Keep environment authority explicit
Operations begin with explicit environment ownership. Local, preview, staging, and production use separate databases, workflow namespaces, object namespaces, compute labels, and provider credentials. Preview code never points at production state.
The current proven operational path is local PostgreSQL plus filesystem artifacts and deterministic execution. Cloud runbooks identify the required topology and proof, but production reliability remains unclaimed until deployment, backup/restore, outage, and rollback evidence passes.
